In South Asia, independent regulation of infrastructure sectors is a new concept and has thrown many challenges before the stakeholders during the transition from a monopoly to a competitive environment in these sectors. Regulation in infrastructure services has many dimensions. Its different facets, though they vary widely across sectors or across countries, converge on some core issues such as consumer protection, need for financial viability in the sector, and provision of quality service. Nevertheless, regulatory framework appropriate for the developing countries such as India continues to be an elusive object as no two frameworks can or need be similar. Even the contents of regulation in the infrastructure services and its various processes are evolving over time, and pose various challenges. There is thus a need to understand the dynamics of these challenges and, in this regard, this book provides tools to those associated with regulatory governance.

The papers in this publication review different aspects of regulatory development not only in India, but in other parts of the world too, bringing out their complexity, and making recommendations for future progress. This publication carries the views of several Indian and international experts on this subject. It hopes to serve as a ready reference for various issues in regulation in India's infrastructure sectors.
